сокр NLRBНезависимое федеральное ведомство [ independent agency]; создано по закону Вагнера [ Wagner Act] в 1935 для рассмотрения жалоб профсоюзов и рабочих на действия предпринимателей [unfair-labor-practice complaints] и принятия соответствующих мер. Управление было наделено правом издавать обязательные для исполнения распоряжения и проводить выборы представителей рабочих для ведения переговоров о заключении коллективных договоров [ collective bargaining agreement]. Поправки к закону Вагнера [ Taft-Hartley Act, Landrum-Griffin Act] расширили полномочия управления. Ныне его основной задачей является контроль за соблюдением коллективных договоров с участием предпринимателей и профсоюзов и предотвращение дискриминации при найме, нарушающей гражданские права. Имеет право выносить распоряжения типа "прекратить и воздерживаться впредь" [ cease and desist]. Является квазисудебным органом, неподчинение постановлениям которого может повлечь наказание. Был принят 5 июля 1935. Предусматривал право рабочих на создание профсоюзов, заключение коллективных договоров [ collective bargaining agreement] с предпринимателями через выборных представителей и право на некоторые виды забастовок. По этому закону было образовано Национальное управление по трудовым отношениям [ National Labor Relations Board].
